YouTubeで動画を収益化するにはパートナープログラムへの加入が必要です。
しかし、2017年12月頃からこの審査が実質止まっています。
2018年3月2日追記: 全ての審査が終わるのは4月末になるようです。詳細は本記事の末尾で。
いつ再開するのかがはっきりと提示されたのが、YouTubeパートナープログラムの新基準が発表された2018年1月17日となります。
この時に今後数週間で審査が開始されるというメッセージがYouTubeヘルプに表示されました。

しかし状況は変化せず、既存の収益化済みチャンネルも新基準が適用される2018年2月20日にこの情報がアップデートされました。

2018年2月21日に情報がさらにアップデート
Updated February 21, 2018: If you meet the new threshold, your pending application will be reviewed in the next few weeks, so look out for an email update around then. If you do not meet the new threshold then your application will be reviewed once you reach the new eligibility requirements.
2018 年 2 月 21 日更新: 新しい資格要件を満たしているお申し込みについては、今後数週間のうちに審査が開始されますので、進捗をお知らせするメールをお待ちください。新しい資格要件を満たしていないお申し込みについては、新しい要件に達すると審査が開始されます。
「今後数週間のうちに審査が開始されます」と書かれています。
2月21日に数週間以内とするなら、3月中旬くらいになるのでしょうか。
審査が止まってから3ヶ月ほど、新基準が発表されて1ヶ月以上審査が実質進んでいない状況で審査中というメッセージに変わりました。
実際の所いつ審査が終わるのでしょうか。
最大3ヶ月待ちというのは2018年2月下旬現在で、これが長引けば4ヶ月待ちもしくはそれ以上になってしまうのかも知れません。
2018年3月1日頃にYouTubeの公式サポート用のアカウントでこのように返事しています。
Applications for the YouTube Partner Program are still taking longer than normal to process. We hope to be able to review all open applications by the end of April. Thank you for your continued patience in the meantime.
この中のWe hope to be able to review all open applications by the end of April.は「全ての収益化申請は4月末までにレビューしたいと思っている。」というような意味です。
3月中の審査も難しいかも知れません。
2018年4月4日頃からYouTubeの公式サポートアカウントではこのような返事になりました。
YPP applications are currently in a backlog, we hope to review all of them in the coming months. We’ll share more as soon as we have a better idea about the timeline, and you can follow us for any updates. Thanks again for your patience.

「今後数ヶ月で」という意味です。
3月に示された4月末までというのも遠くなりました。
4月に今後数ヶ月だと日本の一般的な認識では6月末もありうると言うことになると思います。

We’ve grown our review team to handle the backlog of YouTube Partner Program applications. Pending applications will be reviewed by the end of June, and we’ll update you if anything changes. Channels with the most views will be prioritized as potential revenue is likely to be higher for those channels.
6月末までに審査され、再生回数が多いチャンネルが優先されると5月1日付のヘルプで更新されました。
